HOUSE CONCURRENT RESOLUTION NO. 61
(By Delegates Mezzatesta, Willison, Miller, Riggs, Douglas,
Beane, Coleman, Williams, Anderson, Manuel, Hall, Michael,
Martin, Shelton, Kominar, Stemple and Faircloth)
Requesting the Joint Committee on Government and Finance to make
a study of the fiscal implications of chapter 112, acts of
the Legislature, regular session, one thousand nine hundred
ninety-six, hereafter referred to as "Senate Bill 300."
Whereas, The fiscal implications of Senate Bill 300 need to
be examined; and
Whereas, If any unfunded mandates were enacted through the
legislation, the financial impacts of those mandates on the
counties should be evaluated; and
Whereas, How counties manage educational programs or services
funded by a one-time grant in the years that follow the grant
should be evaluated; and
Whereas, The impact of the related state board of education
policies to Senate Bill 300 on the curriculum and how the impact
affected students needs to be studied; and
Whereas, The amount and level of technology that has been
incorporated into the classroom instruction, including the
addition and use of technological equipment, and how the counties
have advanced in their use and presentation of technological
equipment should be examined; and
Whereas, Any resulting variation in transportation costs should be examined; and
Whereas, Any physical facility additions that have developed
should be surveyed; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the fiscal implications of
Senate Bill 300, and to make recommendations to the Legislature
regarding the same; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1999,
on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
